STR:

  1. enable Fission
  2. load https://codepen.io/edgarchen-the-decoder/pen/abmvQQy
  3. press and hold mouse button on red area.
  4. move mouse to uppper panel, for example, HTML pannel.

Actual result:
iframe doesn't receive the mousemove event.

Expect result:
iframe should receive the mousemove event.
