macbook pro touchbar on Firefox Nightly shows function keys instead of app buttons

On my MacBook Pro, when I am using Firefox Nightly with a fresh profile, it shows the esc and function keys by default (F1...F12). Only if I press the "fn" key do I see the app buttons (such as volume and brightness controls, etc.).

This polarity is reversed in Firefox Release, where I see the correct app buttons, and pressing the "fn" key shows the function keys.

Expected behavior: Firefox Nightly should show the app buttons by default and only the function keys when I press "fn".

By default, we should be showing Firefox-specific controls in all Firefox versions. This includes the back/forward buttons, "Search or enter address", Share, etc. In System Preferences > Keyboard, what do you have selected under Touch Bar shows [xyz] and Press Fn key to [xyz]?

Clear a needinfo that is pending on an inactive user.

Inactive users most likely will not respond; if the missing information is essential and cannot be collected another way, the bug maybe should be closed as INCOMPLETE.
