+++ This bug was initially created as a clone of Bug #1633306 +++
Tools - Message filters. Select filter and click edit. If the secondary display used is smaller than the primary, the dailog is truncated.
I would say this is a regression remaining after Bug 1633306 . Or a preexisting bug that is exposed by the fix.

I think not. Probably a toolkit issue there the height is used from the bigger screen. Is TB opened on the smaller screen and the dialog opens there too or is TB on the bigger screen and the dialog opens on the smaller?

Thunderbird lives on the smaller screen. Only in safe mode does it open on the main. The message filters dialog also opens in the smaller of the two monitors.
