Steps to reproduce:
on several websites there is no scrollbar in SeaMonkey Navigator
in Mozilla Firefox the same sites simply show the scrollbar
that means it ain’t a website problem

Expected results:
scrollbar shown each time

Confirmed on 10.15.7 Seems to be macOS only. Windows shows the scrollbars.
