Steps to reproduce:
I updated to the latest version of thunderbird.
Actual results:
I was no longer able to customize the toolbar at the top of the message pane.
Expected results:
I should be able to right-click on the toolbar and open a context menu. In that menu, I should have the option to customize the toolbar. This would allow me to add, remove, and rearrange buttons, separators, spaces, etc. It would also allow me to change the button display between "icons", "icons and text", "icons beside text", and "text-only". This same dialog is accessible when opening a context menu from the Mail Toolbar, Menu Bar, and Folder Pane Toolbar.
I have attached a picture of the window I would normally get to perform these actions.

Suggest you have a read of the bug 1556261
Plenty of valid reasons to reimplement but still waiting for updates on when.
