Steps to reproduce:

I just upgraded to firefox 84.0.2 a couple days ago and i have firefox set to block autoplay on websites and recently had to allow audio and video on a particular news site that i visited to watch the stream,and when i went to the website the next day to watch the news,the video played without me doing anything and when i checked in firefox options,the site permission was still there to allow audio and video.

Actual results:

As above,permissions for websites are not being deleted upon closing.I reverted to previous version 84.0.1 and the problem is not there.I also tried version 84.0 and problem is not there.
The issue just seems to be with 84.0.2

Expected results:

If i have ticked in custom settings for history "clear history when firefox closes" and i have every box ticked within the settings of that option including site preferences,this should also delete permissions for websites i have visited.
I dont know if it is happenng with any other permissions as i have not tried/needed to allow other permissions,but it is happening with allowing autoplay on websites not being deleted.

Bugbug thinks this bug should belong to this component, but please revert this change in case of error.

I switched to 84.0.1 as when i tested it at first i thught the problem went away but after using this version for a few days,it is also happening on this version also but seems more random.84.0.2 did it every time where as 84.0.1 sometimes clears permissions and sometimes it doesnt.
