Details
This mimics behavior in Edge and Edge Chromium.
When overscroll in one axis is possible, it should also be possible to overscroll along the other axis.

I'm going to consider this superseded by bug 1704080, which will enable overscroll even on pages that are not scrollable along either axis (presumably still limited to the root scroller), which has been confirmed as the behaviour we want, at least on Mac.
If we'd prefer a different behaviour on Windows or Linux, we can tweak that in due course.
