Looks like it might be specific to windows + Intel HD Graphics 5500 (or driver 10.18.15.4248 which is from 2015). I tried on a few other hardware configurations and the bug doesn't reproduce

I updated the driver to the latest version on intels website, and I still see the visual corruption

FWIW, bug 1694750 fixed this (which is just a backout of bug 1687409 , which is the actual regressor)
