The option to show bookmark only in the new tab page doesn't work if a blank page is set as the new tab page

Steps to reproduce:

  1. Set the bookmark bar to appear only in the new tab page
  2. Change the new tab screen to a blank page

Actual results:

Bookmark bar doesn't show up.

Bugbug thinks this bug should belong to this component, but please revert this change in case of error.
