With the proton toolbar, we will be relying on browser.engagement.home-button.has-used and browser.engagement.library-button.has-used to determine if the home and library buttons should be removed from the default toolbar.

We will need to store these values in the skeleton UI and create a similar migration to determine if we should display a placeholder for these particular toolbar buttons.

Could you please set a priority/severity for this?

We decided to not show the skeleton UI on the first proton startup to avoid incorrect placeholders
