Steps to reproduce:

1. Open long page and wait for page load
   e.g. https://bugzilla.mozilla.org/page.cgi?id=quicksearch.html
2. Mouse down on scrollbar button and hold mouse

Actual results:
Jitter scrolling. It looks like scrolling line by line.

Expected results:
Smooth scrolling.
