Preconditions

• The following prefs are set to true in about:config:
  * browser.proton.enabled, browser.proton.doorhangers.enabled
  * browser.proton.enabled
  * browser.newtabpage.activity-stream.asrouter.devtoolsEnabled

Steps to reproduce

1. In a new tab click click on the "Expand devtools" icon.
2. Search in the page the following string: DOH_ROLLOUT_CONFIRMATION
3. Click on the "Show" button.

Expected result

• The panel is correctly displayed underneath the Hamburger Menu.

Actual result

• The way the panel is displayed seems out of place. Because the tooltip is disabled it seems like it's displayed ramdomly on the window. This is more evident on Windows.

Additional notes

• I think the you can put the tooltip back for this one or maybe lose the space between the hamburger menu and the panel.

This is the way it looked with Proton disabled.
