Root content documents define the zoom constraints for their subtree of documents.
This stops us from propating the "do not zoom" zoom constraints from the chrome to content for example.
The old code wasn't fission aware. We should propagate zoom constraints even to oop iframes.

We decided to fix this in a different way in bug 1705622. Note quite a duplicate but seems the bug resolution that most closely matches reality.
