Load testcase.
Put your mouse cursor over the grey box inside the horizontally scrollable element.
Scroll the page down (using two fingers on touchpad).
Then fast fling the page back to the top, you'll get overscroll.
Wait for overscroll to be relieved.
Try to get overscroll again at the top, nothing happens.
