Bug 1708589 tweaked the vertical position of the blocked popup icon to be more aesthetically pleasing alongside other icons that can show up in the URL bar. We did this with CSS.
Ideally, we wouldn't have to do this with CSS, and the icon file would be updated to position the icon correctly. This bug is for doing that work, and removing the CSS tweak.

As drawn, the icon uses all of its available 16 pixels on the vertical axis, so this would need re-designing from scratch probably to get it to visually sit on the same baseline as the other icons.
