Once we have a suitably up to date libxrandr, the workaround introduced in https://phabricator.services.mozilla.com/D113830 can be removed.

This was added in Bug 1654112 (https://phabricator.services.mozilla.com/D113830)
to deal with old libxrandr headers on our build machines. Now that
Bug 1691457 has landed, we can remove this from our patch-stack.

Well, I moved too quickly on this - while Bug 1726117 updated build toolchains, it didn't update our linux sysroot, so we aren't quite ready for this yet. sigh. I'm going to re-open Bug 1691457 for that since it was closed as a duplicate of Bug 1726117.
