"Forget about this site" does not clear data for file URIs

For file URIs the computed host is "":
https://searchfox.org/mozilla-central/rev/202250ee5931648185c8abb3061d738b15b64067/browser/components/places/content/controller.js#267
This results in no data being cleared.

We should either fix this and ensure we clear data for local files by calling nsIClearDataService#deleteDataFromLocalFiles or hide the "Forget about this site" button for file URIs.
