The regression is expected because we started including some fonts in PDF.js (https://github.com/mozilla/pdf.js/pull/12726 and https://github.com/mozilla/pdf.js/pull/13517). This is needed to have correct rendering for PDFs that use some "standard" fonts without embeddeding them, and required for proper XFA support.
