Note
- When the user loads a specific PDF file and scrolls through, he will notice that some tables are displayed over some headers.
Affected versions

Preconditions
- Flip the "pdfjs.enableXfa" pref to true.
Steps to reproduce
- Launch browser.
- Load the attached PDF file.
- Scroll to pages 3, 4, 10, 11, 12.
Expected result
- No tables overlap any headers.
Actual result
- Some tables overlap some headers.
Regression range

This appears to be a regression because Beta v90.0b11 does not show this issue, but it is considerably better displayed in Nightly v91.0a1.

It'd still be nice to fix this, but I'm decreasing the severity since the rendering issue is not making the form impossible or difficult to fill.

Verified as fixed in Nightly v91.0a1 from 2021-07-08 on Windows 10 and Mac OS 11.4.
