Please create a releases/comm-esr91 repository, cloned from the current comm-beta tip.
Hooks and settings should be like releases/comm-esr78 . Please document enabled hooks and access controls in this bug when enabled.
Prior art: bug 1646065
- Note - comm-release was used in past esr's, but it is now deprecated and read-only

Repo created, with the push_printurls (ie Treeherder URLs in your push output), single head and treeclosure hooks enabled. Permissions set to scm_level_3.
