[Steps to reproduce]
- Launch the Firefox browser.
- Download any File.
- Hover over the Folder icon.
[Expected result]
The folder icon should not change its state to white.
[Actual result]
The Folder icon becomes white and its barely noticeable when hovered over.

Hi Mike can you please take a look at this issue? I came across this one when I was Verifying Bug 1707690 ,also I added some Whiteboard tags, please remove any of them if they are not correct.
