clicking on the Mozilla icon in the MacOSX dock should cause a new window to open

Details
On all MacOSX applications, when an application has been started and there are
no open windows for that application, a new window will automatically open as if
a Command-N key combination has been entered.
When the Mozilla browser has been started and any associated windows are closed,
you need to click once on the Mozilla icon which is in the dock and then enter a
Command-N key combination to open a new window (or use the menu option
File...New...Navigator Window to accomplish the same purpose).
Mozilla should allow a new window to be opened by simply clicking once on the
icon in the dock.
