I cannot reproduce anymore since updating to release 91 and bug 1710756 sounds like it's the one that fixed it (no clear description but the title sounds like it does prevent focus rings on error pages somehow)
I'll close this bug as a dupe of bug 1710756 but please revert if this is wrong.

Nice find! I think that was the infrastructure for it, and bug 1709050 then used it on error pages, so I'll dupe this there. Thanks!
