Text items of mouse menu are covered with black.

The issue is reproducible with Direct3D 11 and WebRender Compositing.

Icon items of mouse menu are not affected by this issue.

The regression is caused by:

Bug 1722258 - Add FallbackRenderer to replace BasicLayerManager usage. r=miko
