Take bug 1723791 (a patch sent via splinter).

I wanted to submit it via Phabricator so that I can land it via the usual methods rather than pushing manually. So I applied the patch, which retained the right author information:

commit d65a7a83c8811ba0da6a0c42bdaa78ca4913aa39
Author: mbrubeck@limpet.net <mbrubeck@limpet.net>
Date: Tue Aug 3 10:20:36 2021 -0700

    Bug 1723791 - Upgrade to uluru 1.1.1. r=emilio

However, when trying to send it through phabricator with moz-phab, I get:

Submitting 1 commit for review
(New) d65a7a83c881 Bug 1723791 - Upgrade to uluru 1.1.1. r=emilio
Automatically submitting (as per submit.auto_submit in ~/.moz-phab-config)

Creating new revision:
d65a7a83c881 Bug 1723791 - Upgrade to uluru 1.1.1. r=emilio
Phabricator Error: Validation errors:
  - The author of a revision can not be a reviewer.

The issue is, I'm not the author of the revision, even though I'm the submitter (and also the reviewer).

Would it make sense to lift this restriction / make it more accurate? As things are, I need to wait until the tree reopen to push the patch manually.
