When the proxy.settings API was introduced in bug 1425535 (as browserSettings.proxyConfig back then), the API wasn't supported on Android.
The proxy.onRequest API is however supported.
Let's enable the API if possible, and enable unit tests that rely on this API, such as in bug 1723523
