German Umlauts in Signatures do not display correctly

I am using 1.2alpha on Debian 3.0 Woody. My signature contains German umlaute,
i.e. 'הצ�'. When composing a mail, these characters display as question marks
('?') and when sending mail Mozilla complains about characters not in the
current charset although I am using ISO-8859-1 (-15 doesn't work, too).
Replacing the '?' in the mail with the umlaut fixes this, but it is a bit
annoying to do so with every mail.
The problem does not happen with SuSE 8.1, so maybe it is an installation
problem, but I get the correct characters when editing the file with 'vi'. I
have a similar problem with Java where umlaute in Java source code cause
compilation to fail. Again this happens with Debian only and works with SuSE.
