The processes in Firefox Desktop usually shut down in an orderly fashion, allowing us to orchestrate a shutdown that doesn't miss any data whatsoever.
At present, there's some hiccoughs in that.
So let's spend a little time giving it a proper think so that an idle observation happening near, during, or after shutdown doesn't cause everything to explode.

We should also test that clean shutdowns successfully flush data through IPC and persist it.
