Set release status flags based on info from the regressing bug 1717553

Bug 1717553 fixed a large memory leak on popular sites and reverted our behaviour to that of a few months prior. I don't know why this has caused performance changes; I suspect it's caused a change in GC timing (the results are multi-modal and fairly noisy). As long as the impact is not too great we do want to keep this change.
