The libXtst gets printed once before but isn't logged for the last successful run. Both genHPKPStaticPins.js and PreloadedHPKPins.json are unchanged. The docker image has also not been changed. Backfills are failing - an issue with the provided xpcshell?

When this fails we're usually saved by the later sanity checks, but
might as well fail early when something goes wrong.
