Steps to reproduce:

In versions 91.3.1 and 91.3.2, clicked on Preferences in the menu to open the Preferences tab.

Actual results:

Thunderbird becomes unresponsive, the General Preferences are not populated (blank). Windows task manager reports TB using 100% CPU and 100% memory consumption (over 5GB on my system). Allowing this to continue for 20 minutes did not reach a resolution. Downgrading to 91.3.0 fixes the problem.

Expected results:

Preferences tab should populate quickly and operate normally, as it did in TB version 91.3.0.

I can confirm this solves the problem for me.

UA: Mozilla/5.0 (Macintosh; Intel Mac OS X 10.15; rv:91.0) Gecko/20100101 Thunderbird/91.3.1

For me, there was no Tools > addons menu. But I did find it at "Add-ons and Themes" on the hamburger menu. I do not remember installing a language pack, but there was one there for English/US.

I deleted the language pack, installed 91.3.2, tried the Preferences menu again, and it works as expected.

Was this issue documented somewhere and I missed it when doing a search before filing a bug report?

There is no documentation that you missed - it's just a bug.
