In bug 1737198 I'm landing connection cycling for TRR retries, with a test. The test is currently skipped for ODoH until we generalize the server-side feature that enables the test (logging of requests) for both ODoH and DoH path handlers to use. I intend to do that refactoring in this bug at some point, and more importantly this bug should probably block us, in the future, from shipping ODoH in mode 2.5.

oDoH has been removed by bug 1835805.
