Steps to reproduce:

Opened a Twitch stream and went to a number of h.264 test files and played them.

Actual results:

Videos played, but intel_gpu_top showed hardware decoding was not being used.

Expected results:

Hardware decoding should have been used.

VP9 on YouTube uses VAAPI and decodes in hardware, h264 sources do not.

The Bugbug bot thinks this bug should belong to the 'Core::Audio/Video: Playback' component, and is moving the bug to that component. Please revert this change in case you think the bot is wrong.
