What are the disadvantages?
I don't know of any disadvantages yet.
In https://hg.mozilla.org/integration/autoland/rev/d82b6476a18d it was only left disabled because it crashed VAAPI:
(Jean-Yves Avenard [:jya] from bug 1595994 comment #69)

When I enable
media.rdd-ffmpeg.enabled
(to get VAAPI working), the RDD process crashes(1). Is this currently expected?(1): https://crash-stats.mozilla.org/report/index/3ce29381-6239-44ee-bf67-be1320201021
Yes, that's why it's disabled by default.
- bug 1698778 has been fixed, VAAPI/RDD works now.
- Setting media.rdd-ffmpeg.enabled to true is required for H264 via VAAPI.
- bug 1743926 tracks some edge cases, it blocks enabling VAAPI for affected users, but it doesn't block enabling media.rdd-ffmpeg.enabled.
