Steps to reproduce:

  1. Log in with Wayland (not Xorg), start TB in "Troubleshoot mode."
  2. Open a message.
  3. On the toolbar, click "More."
    (Or in the message header click the star for "Edit Contact")
  4. Move cursor over the menu shown.

Actual results:

Menu flutters rapidly and keeps fluttering.

Expected results:

Menu should have displayed normally (stayed stable).

Does bug 1694742 help at all?

Unfortunately, no. For me, disabling hardware acceleration and restarting TB made no difference.
