They should be merged. For example if I have the "open..." unchecked, what is the point of having the Pop-up Manager dimmed in the tools menu? Also the Pop-up Manager is dimmed until you check the "use custom settings" in the Pop-up windows policy. This I finally understood today. Yiha. All this have to be very confusing for a new user. Reproducible: Always Steps to Reproduce: Expected Results: Pop-up Manager should be merged with "open unre...". Also it should be on as default. Difficult to understand why its always dimmed. First time you encounter a popup an alert should inform you about the pop-up manager and ask if you want to enable it.

Phoenix 0.3 has a better approach on this, though they dont ask the user if you want it or not.

When the pop-ups are disabled, the pop-up manager should deny all site popups EXCEPT the ones entered into the manager. Now it is backwards. Who wants to deny 1000 sites, just to keep those two you need working?

Build 20021029088, Modern theme. Mac G3 (old beige type), OS 9.2.2. The Pop-Up Manager has disappeared altogether from the Tools drop-down menu.

I guess this bug is outdated now with the new "Popup Windows" in the Preferences.

You're right, that sucked. It's better now. The advanced->scripts->open-windows pref has moved to privacy->popups, so it appears only once in the prefs dialog. And the Tools->Popups menu is always enabled. This was done sometime in 1.3. Closing.
