Type "C" to change type from "To:" to "CC:" Actual Results: Address type does not change unless you scroll down with arrow keys. Expected Results: Entering "C" should change address type to "CC:", "B" to "Bcc:", etc.

You can now use "hot keys", but only if you <Tab> to the "To/CC/Bcc" slot and hit the down arrow first. You should be able to use the hot keys as long as the "To/CC/Bcc" slot is in focus at all. Further searching reveals that this bug may be somewhat related to bug 164930 (Mail compose To/CC/BCC list items should be able easily delete/insert), or vice versa.
