Sync web-platform-tests PR 32548 into mozilla-central (this bug is closed when the sync is complete).

To fix conflict on css/selectors/has-specificity.html in wpt upstream,
remove the test.

There was a patch from WebKit which has exactly same purpose. It was
merged and applied to the wpt upstream about a week ago.

The change hadn't been applied to the source tree since an issue on
wpt-importer. So, the test was able to be merged to the blink source
tree without any conflict. (wpt-importer will be available soon)

To fix the conflict, removed the duplicated test.
