Both the opt and debug fission test verify jobs ran no tests.

This is odd, because the commit for the push touches 2 tests, both of which exist in the manifest to which test runs are restricted via paths=dom/security/test/general/browser.ini.

Previous issues in 1598776 were annoying because they gave cause for concern that wasn't warranted, but now the opposite happened - I was hoping to have confirmation I was fixing an intermittent problem, and I got none. :-(
