Page loading performance seriously degraded since M10 on My Netscape

Machine: HP900 laptop with PII300 running Win98
I ran the following test
- used my personal My Netscape page
- removed the application panel to avoid the query to webmail
- did the test on the Netscape LAN
- ran build 1999102808 and 19999100618 (M10 or close)
- turned of the sidebar on both builds using the View | Sidebar command
- launched 2808 build first and loaded my Netscape. Hit reload 5 times and
recorded times. then quit
- launched 0618 build next and repeated the above test.
What I found confirmed, what I've been noticing over the last few days: that
page loading feels much slower, despite the checkin of the incremental layout
code.
Here's what I found (time in seconds as recorded from the status bar):
0618 (M10) 2808 (Oct 28 build)

I'm wondering if this has something to do with the incremental layout code?
