In some panels the focus ring it's accompanied by a highlight, but in others the highlight is not there.

Steps to reproduce

  1. Peform any download.
  2. Open the Download panel.
  3. Navigate elements using the keyboard.
  4. Click on the shield icon and navigate the Protection panel using the keyboard.
  5. Observe the difference.

Expected result

  • All the elements have the same behavior.

Actual result

  • In some panels the focus ring it's accompanied by a highlight (Download panel), but in others the highlight is not there (Protection Panel).

Additional notes

  • The highlight is missing from other panel, such as Site info, App menu, Library etc.

Yes, the issue seems to be fixed on Nightly 99.0a1 on macOS 10.15 and Windows 10 x64.
