DoH's doorhanger is not shown if DoH is enable via remote settings

DoH's dorrhanger is triggered with this prefs:
'doh-rollout.enabled'|preferenceValue &&
!'doh-rollout.disable-heuristics'|preferenceValue &&
!'doh-rollout.skipHeuristicsCheck'|preferenceValue &&
!'doh-rollout.doorhanger-decision'|preferenceValue &&
firefoxVersion >= 89
If remote settings are used to enable DoH "doh-rollout.enabled" is not set, but "doh-rollout.self-enabled". Therefore the doorhanger will not b shown.

I've updated the targeting on remote settings "Stage (preview)" environment if QA is desired.
