Looks like the PDMs aren't being initialized in the content process, so decoder support in the Widevine isn't properly evaluated. I'm submitting a patch to ensure that WMFDecoderModule initializes before decoder support is returned.

Because the merging data is close and this is a serious issue, I would like to backout bug 1760804 first. After we ensure everything is good, then we can uplift the fix for this bug, and bug1760804 to Beta in order to fix the performance issue.
Fixes an issue where EMEs would check for WMF decoder support in the content process without having initialized PDMs.

The patch landed in nightly and beta is affected.
