This issue is a follow up for Bug 1760936 (and similar ones we fixed in the past like Bug 1422588 and Bug 1724205).

I think more generally, a distinction between "This tab was going to load this URL and we didn't finish / it started off as discarded" vs "This tab had url X loaded and the user typed value Y into it", instead of having userTypedValue covering both cases, would be useful, yes. So filing a bug would be good - unsure if that's really a WebExtensions issue rather than session restore though!
