The pending breakpoints reducer stores a flavour of breakpoints which are not displayed in the UI, but a representation of the breakpoints persisted across toolbox re openings. This is maintained alongside the breakpoints reducer which is are the actual breakpoints displayed in the UI.
These pending breakpoints are confusing name wise, and may be unnecessary as we can maintain breakpoints in one reducer.
