Compose any message and then save as Draft or Template. Make sure you compose
this message without other character coding, such as Chinese-Big5. Double click
on this message saved in Draft/Template folder. And then you will see the
double-click composing message is encoded with Western(ISO-8895-1).
Reproducible: Always
Steps to Reproduce:
1. Compose a new message with Chinese-Big5 (or any other one).
2. Save this message as Draft or Template.
3. Open this Draft message or Template message.
4. Check the opening Draft/Template message and then you will see the character
coding becomes Western(ISO-8895-1).
Actual Results:
The Draft/Template message should be encoded as user's choice, not Western
(ISO-8895-1)

This problem is found in Mozilla 1.2 beta.
It's ok with Mozilla 1.1.

this problem seems is similar to bug 99217. Looks like we need to save the
character set with the message as well...

Note that the draft's encoding only reverts to ISO-8859-1 if the mail doesn't
contain characters that don't appear in ISO-8859-1.
Also note that it reverts *only* to ISO-8859-1 -- not to the default character
coding set in preferences (Preferences|Mail&Newsgroups|Composition). Even if
that setting is, say, ISO-8859-2, entering plain ASCII text, saving the draft,
and then reopening opens a message with ISO-8859-1.
Sending a message always sets the coding to "us-ascii" if there are no
upper-half characters used.

Duping to an older bug. Altho that bug is explicitly only about Drafts, it
appears to have been fixed, and templates are working as well.
