There's a permanent focus ring on the ≡ Button (Display Address Book Context Menu) in contacts side bar, which defeats the purpose of a focus ring. The focus ring just stays there regardless of the actual focus, whether it is inside or outside contacts side bar, or even outside the window.

The outline was added by mistake in bug 1764652.

This is not an Address Book regression, and the focus ring is not stuck.
The problem is the button has a permanent outline CSS style, but this doesn't affect the focus ring at all.
