User Agent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:101.0) Gecko/20100101 Firefox/101.0
Steps to reproduce:
i run firefox with 32+ windows open for various activities with several tabs in each.
i have it set to restore session on open.
it used to preserve the order in which the windows would show on the taskbar. this was nice because my email window would always be in the same spot, for example.
it is no longer nice because my email window is always in a random spot.
Actual results:
randomized ordering of the windows in the taskbar happened
Expected results:
non-randomized ordering of the windows in the taskbar should have happened

The Bugbug bot thinks this bug should belong to the 'Firefox::Session Restore' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.
