https://github.com/w3c/webdriver-bidi/issues/220#issuecomment-1145785349The reason that the URL should always be about:blank is because https://w3c.github.io/webdriver-bidi/#event-browsingContext-contextCreated is invoked after step 19 in https://html.spec.whatwg.org/multipage/browsers.html#creating-a-new-browsing-context before there's been any navigation.
