This behavior has been clarified in:
https://github.com/w3c/csswg-drafts/commit/c1770382df6ae26b52d34e6de57e71d31e43bc31
When a CSSAnimation has no owning element, Web animations playback events should be dispatched, but CSS animation events should not.
